Vicky Dawe Director of Energy Development Department of Energy Security and Net ZeroBiography
Vicky Dawe and Fiona Mettam are jobshare Directors of Energy Development at the Department of Energy Security and Net Zero. The directorate covers a diverse portfolio including upstream oil and gas policy, management and reform of the energy infrastructure planning system, relationships with the devolved governments on energy policy, and renewables decommissioning. Their role also includes sponsorship of the North Sea Transition Authority and the Coal Authority and being shareholder directors on the NSTA Board.
Vicky joined the UK civil service in 2003, and her civil service career has focused on energy and environmental policy and reform across several government departments, including home energy efficiency, the creation of Natural England, water pollution and flooding, reforming arms-length bodies, and the Electricity Market Reform Programme. Prior to her current role she was responsible for the delivery of the UK’s £8bn/year renewable electricity generation support schemes.

Zoë Bond and Laura Eden have worked as a jobshare for the past eight years. They are currently the Deputy Director joint heads of the Defra Policy Response and Resilience Unit (PRRU) with Roger Clarke.
Prior to joining PRRU in Defra in January 2024, Zoё and Laura worked as Deputy Directors at the Government Office for Science (GOS). From October 2020 they worked on the response to the pandemic, and later they transitioned to leading the GOS/wider Department for Science Innovation and Technology (DSIT) response to the covid inquiry, supporting three former Government Chief Scientific Advisers (GCSAs) and over 40 SAGE participants in providing evidence to the inquiry. They have held positions at the Department for Business, Energy and Industrial Strategy (BEIS) on Research and Innovation (R&I) policy, and at the Food Standards Agency. Eight years ago at Defra, at the beginning of their partnership, they ran the office of the former Chief Scientific Adviser, Professor Ian Boyd.
Before they job-shared, Zoë had undertaken a range of roles in Defra (policy development for Earth Observations and Ocean Acidification); Laura had worked at the Department for Culture, Media and Sport and at the Royal Botanic Gardens, Kew. -
Matthew Bradbury

Matthew Bradbury is a Senior AI Risk Analyst in the AI Policy Directorate of the Department for Science, Innovation, and Technology. Before this, he served as the Head of Uncertainty at the Department for Transport. Matthew started his career in the Civil Service as an Economist Fast Stream and earned a first-class honors degree in Economics from the London School of Economics.

Lizzie Greenhalgh is the Deputy Director for AI Regulation at DSIT. She’s been working on tech regulation for nearly five years, including leading work on HMG’s overall regulatory strategy, designing the Digital Markets Unit and focusing on AI for the last couple of years. Prior to that, she worked in Cabinet Office and in a variety of roles across civil society and the private sector.

Ryan McLaughlin has led the Government’s Net Zero Strategy team since mid-2021, overseeing the 2023 Powering Up Britain publication, the 2021 Net Zero Strategy and the UK Government’s approach to carbon budgets policy. He also led the team delivering the Skidmore review. Ryan has over ten years experience in Government, including on business finance and as a trade negotiator. Before he led Ofgem’s wholesale markets teams. He’s originally an engineer and began his career at National Grid.

Fiona joined the UK Civil Service in 2001 and her career has also focused on energy and environmental policy in a range of organisations including HMT and the European Commission. Immediately before joining the Energy Development directorate, Fiona led BEIS’ Renewable Strategy Team with responsibility for delivery HMG’s ambitions in relation to the range of renewables technologies as well as offshore wind manufacturing and port infrastructure. In previous roles Fiona also developed and delivered the Renewable Heat Incentive, led Defra’s Radioactive Waste policy, and established the South Downs National Park.
